In 1929 Harland Bartholomew and Associates of St. Louis, Missouri, prepared Preliminary Reports on a System of Recreation Facilities and Civic Art, New Orleans, Louisiana for the New Orleans City Planning and Zoning Commission as part of a larger effort to develop a master plan for the Crescent City. Several versions of this document are held in the City Archives along with related documents also prepared by the firm. One version of the study includes original photographs pasted onto pages of the typewritten document. The photographs apparently were taken by E. K. Stores of St. Louis (his name appears on the reverse of each print). They illustrate the planning concepts addresses in the text of the reports.
